People ask me this question all the time.  My answer is always the same.  The best Tarot deck is the one you like the best.  There are so many different designs and styles - you can get decks based on Celtic Mythology, dragons, fairies, post modernism and Harry Potter.   There is no end to the variety. 

I recommend beginners get a Rider Waite or a Universal Waite deck to start learning on.  When you get comfortable, take a look in a new age shop, or on eBay, and choose another deck in a style that you like. 

Google images for Tarot and you will see lots of different kinds.  Take a look at them online and see how they grab you. 

Some of my tarot friends have dozens, even hundreds of decks.  Some of them have been collecting for 40 or 50 years!  Tarot decks are collectors items as well as practical tools.  I have some decks that are worth over $500 each, as well as some first editions.  I am always on the lookout for old and foreign language decks.

So go ahead and buy any deck that takes your fancy, but I do recommend mastering the basics with a Universal Waite or a Rider Waite.
